On the morning of February 1st, 2002, CCPCC and the State Department
held National Top Science and Technology Award Conference in People's Hall.
Chairman Jiang Zemin attended the meeting and awarded certificates and money
awards to academician Wang Xuan and Huang Kun who won the "National Top Science
and Technology Award", which was carefully screened by national science and
technology award work office, strictly reviewed by nearly 1000 experts and
scholars, with results delivered to National Science and Technology Award
Commission for careful examination, and to Science and Technology Department
for further review, with approval from the State Council, it will be submitted
to president Jiang Zemin for signature, which is the highest honor to
outstanding scientists with contribution to science and technology development
in the name of the country.
Processor Wang Xuan was born
in
Shanghai
in 1937.
In 1958, he graduated from department of Math
& Mechanics of
Beijing
University
with a major of computer math. Afterwards, he was
consistently engaged with education and research
in the field of computer science. In 1984, he was
enrolled to be professor and Ph.D. Tutor in
Beijing
University
,
director of the institute of computer science and
technology. From 1992 to 1994, he has been
respectively chosen to be academician of Chinese
Academy of Sciences, academician of third world
academy of sciences, academician with China
Academy of Engineering, now also working as
director of the national key laboratory for word
information processing, director of state
engineering research center for electronics
publication, chairman of board of directors with
Fangzheng Stock Holding Co, Ltd, as well as
positions as vice chairman of China Science
Association, vice chairman of The September 3
Society of central committee, vice director with
the National Peoples' Standing Committee and the
education, science, culture and healthcare
commission for National People's
Congress.
Professor
Wang Xuan has made major contributions to modern
publication innovations in
China
.
In 1976, he focused on technological thresholds of
large quantity of chinese characters, large
quantity of chinese character types and high
resolution requirement for precision
photo-typesetting, invented
high-magnification information compression
and high speed recovery methods. He was the first
one to use controlling information (or parameters)
to describe features of width and turning shapes
with strokes of chinese characters, so as to
ensure strokes evenness and width consistency
after character form modifications. This invention
won European patents and 8

patents. The scientific invention by Professor
Wang has sucessfully solved the technical problem
of digitalized storage and output for information
of Chinese characters, bolstering the full-round
development of chinese information processing
technologies such as character encode, input and
identification. Based on such technology, the
chinese character laser phototypesetting system
has been developed to be at leading position in
the world; from the late 1980s up to now, the
system had a wide market penetration taking 99% of
mainland china's paper industry, 80% of magzine
(black and white) market, as well as 90% chinese
paper market in places such as Hongkong, Macau,
Taiwain, North America, Singapore and Malaysia.
The invention has brought new production value of
over 300 million Yuan taking china printing
technology from a time of lead and fire into a new
century of electricity and laser, and has trigered
profound innovations to global chinese paper
industry and printing and publication industry,
thoroughly changing technical transformation from
lead typesetting to computer operations for
publication and printing industry of China.
Professor Wang Xuan has been honored as "modern Bi
Sheng" and "the father of chinese character laser
phototypesetting".
Professor
Wang Xuan's invention of chinese laser
phototypesetting system has won over 20 major
awards home and abroad, including: twice 1st Award
of national science and technology progress, twice
with entitlement of national 10 major science and
technology achievement, golden award for china
patent and inventions, golden award for 14th
Geneva international invention exhibition as well
as special award for national major technological
equipment achievements. Personally, professor Wang
has won 1st Bi Sheng Award, Chen Jiageng Award,
Science Award of UNESCO, He Liang & He Li
Science and Technology Progress Award, Wang
Danping Science Award, Pan Wenyuan Culture and
Education Foundation Award in
Taiwan
as well as Hongkong Jiangshi Science Achievement
Award etc. He has been repeatedly honored to be
the National and Beijing Advanced Worker, Labor
model, Capital Model and Award of Capital
Spiritual Civilisation Construction etc.
By
the same way of technical transformation, from
1991 to 1994, Wang Xua has lead team to
consistently seize opportunities and conduct
market guidance with innovative technologies
triggering 3rd technological innovation
in paper and publication: skipping the paper fax
machine, directly introduce new technologies of
long distance file transferrence based on page
description languages, realizing national
sychronization and equal quality publication for
newspaper publication; skipping traditional
electronic color scanner, Wang Xuan has developed
open type color desktop publication system through
digital networking and color management
technologies, achieving technical innovations of
color printing; Wang Xuan has developed
computerised integrated solution for news editting
process management, realizing computerised
management for major processes with newspaper
office through internet technology. All the above
achievements have powerfully promoted the
technological development of news publication,
which has become widely used for applications very
quickly in both overseas and within the country,
bringing technologies and application levels of
China
newspaper industry into frontline of the
world.
From
the early 1990s, Wang Xua has focused on the
development trend from broadcast TV industry to
digitalization and chosen the following
approaches: leveraging on accumulated expertise
and experiences in fields of word, picture and
image processing, enabling R&D for digital
media technology and making a breakthrough in new
territories of media applications. Professor Wang
has lead the team to consecutively develop
multi-media software and animation software
making, as well as digital master control system,
network visual and audio making, news management,
nonlinearity editting and virtual image setting
technologies and products based on hard disk video
server, which are all put into operation in
broadcasting fields of CCTV and Hong Kong Asia TV.
In late 1990s, oriented to development trend and
features of information transmission in a time of
internet popularity in terms of globalisation and
network, the rearch team, under the leadership of
Wang Xuan, has determined computer science to be
the direction of subject research in applications
of information dissemination. For facilitation of
applicational research in fields of trans-media
information dissemination technologies such as
digital imaging and multi-media technology, word
and image information processing technology as
well as network application and information
security technology etc, introduced new
technologies and new products based on
digitalisation and networking such as direct
prepress, electronic book publication, prepress
all digital chemical workflow system and network
security system etc.
The
popularity and application of the above innovative
achievements have promoted technical progress and
industrial structural revolution in press industry
of China, boosting the transformation of
traditional press industry to form a new industry
of electronic press, has become one of the most
well grounded and successful industries in field
of computer technological innovations, as well as
a model for high and new technical transformations
in traditional industries, winning tremendous
economic and social benifits. According to Wang
Xuan, word press system's entry into overseas
market can not be seen as a symbol of
internationalisation, only by developing press
system in fields of non-chinese word processing
and entering advanced countries, real
internationalisation can be achieved. In 1995,
Wang Xuan went to
Japan
for an inspection, and found the press industry
there is very advanced but prepress technology is
not very sophisticated.Wang Xuan is confident that
he can fully develop Japanese press system based
on self-owned technology and enter Japanese
market. Under his planning and organisation, in
1997, a new Japanese press system based on unique
soft plugin technology, high integration and high
stackability were bought by 2nd magzine
press in Japan, campared with formerly used
American system, the production efficiency was
boosted nearly 10 folds, annually saving expenses
about 1000 million Yen, was considered to be the
most advanced products among similiar systems in
Japan. Acccording to Beijing Daily, "this is
1st large scale export and sales for
high-tech application software based on self-owned
intellectual property rights and self-owned
product brands among Chinese enterprises".
Afterwards, newspaper forme system was also
adopted by over 20 press in
Japan
.
Then Wang Xuan
lead Beijing Founder Electronics Co., Ltd to develop
Korean and western language press system,
sucessfully hitting into Korean and European
market, realising the goal of tranformation from a
national software industry to international
markets.
Wang
Xuan's pioneering footsteps in technology and
continual introduction of advanced products into
the international market are attributable to its
dedication with technological innovation. Under
the macro-circumstances of international
competition, making efforts to seek incentives at
the frontline of market demand, the utiliaztion of
great-leap-forward development for technological
decision-making is the endless power and source
for Wang's innovation, which has enlightening
significance to how information industry in China
face international competitions after China's
entry into the WTO.
